Ocean Literacy for Climate Resilience (OLCR)

An urgent initiative to empower Bangladesh's coastal communities against climate change by fostering a deep, actionable understanding of our ocean [1].

🌊 Program Overview

The "Ocean Literacy for Climate Resilience" (OLCR) program, initiated in July 2022, is a comprehensive and innovative initiative focused on promoting ocean literacy and building climate resilience within Bangladesh's vulnerable coastal communities [2]. The program strategically targets village women, students (from high school to university), and unemployed youth [3]. Our bold overarching goal is to engage and train approximately 10 million people on ocean literacy, creating an environmentally conscious community [4, 5]. Furthermore, we aim to improve economic stability, climate resilience, and employment for over 10,000 individuals through specialized skill development and eco-friendly startup training [3, 5].

Our Five Core Components

1. Curriculum & Educational Integration

  • Developing age-appropriate OLCR curricula for primary, secondary, and tertiary education levels [6].
  • Conducting "Train the Trainer" workshops for educators [6].
  • Advocating for the formal integration of ocean literacy into the national curriculum [6].

2. Community Empowerment & Livelihoods

  • Providing hands-on training in sustainable aquaculture, eco-tourism, and waste management [7].
  • Running "Idea Incubation Training" to launch ocean-friendly startups [7].
  • Supporting community-led adaptation projects like resilient housing and mangrove restoration [7].

3. Policy Dialogue & Engagement

  • Organizing national and regional stakeholder dialogues with government and civil society [8].

  • Actively pursuing endorsement as a UN Ocean Decade Action [8].

4. Youth Leadership & Ocean Advocacy

5. Public Awareness & Communication

Focus on Cox's Bazar & Empowerment

πŸ” Climate Change Impacts in Cox's Bazar

Nirmol Bangladesh conducted vital research through questionnaire surveys and Focus Group Discussions (FGDs) to assess community knowledge, livelihood impacts, and local adaptation strategies in Cox's Bazar [11]. This research, funded by the COLOCAL project of Independent University, Bangladesh (IUB), revealed that coastal communities possess strong indigenous knowledge of climate change derived from 30 years of direct observation [11, 12].

Livelihoods face severe threats: farmers report decreased yields due to sudden saline water intrusion and flash floods, exacerbated by chemical runoff from the dry fish industry [13, 14]. Meanwhile, fishermen experience drastic declines in fish catch and reduced safe fishing days [13]. The communities urgently need accessible financial assistance, targeted skill development, and climate-resilient infrastructure to build sustainable resilience [15].

πŸ‘©β€πŸ”¬ Women and Youth Empowerment Training

To directly empower vulnerable groups, Nirmol Bangladesh organized the β€œOcean Literacy for Climate Resilience” Training Program at Sher-E-Bangla Agriculture University in Dhaka [16]. The training targeted 20 individuals, explicitly focusing on women and youth passionate about environmental issues [17].

The program provided hands-on training on the Kobo Toolbox, coastal conservation, afforestation initiatives, gender dynamics, and socio-economic surveys [16]. By equipping women and youth with skills for scientific data collection in coastal regions, this initiative promotes gender empowerment and community resilience through data-driven approaches [16, 18].

πŸŒͺ️ Post-Cyclone Support & Community Engagement

Following the devastating impacts of a tropical cyclone in May 2023, the OLCR team rapidly deployed to Cox's Bazar to provide technical support and collect demographic, socio-economic, and damage data for recovery analysis [19, 20]. The team engaged directly with local administrative bodies, NGOs, fisherfolk, and farmers [20].

Furthermore, instead of a traditional beach cleaning event, the OLCR team launched an innovative awareness campaign at Kolatoli and Laboni Beach Points [21, 22]. Volunteers interacted with tourists and local communities to discuss climate change mitigation, coastal afforestation, and the importance of keeping the environment free of plastics [21, 22].

Program Funding Status

Phase 1: July 2021 to June 2023

Partially funded by the Korea SHE Foundation with a seed grant of $3,000 for a 6-month funding period [24, 25].

Phase 2: July 2023 to June 2025 (Current)

Currently in this phase, partially funded by Independent University, Bangladesh (IUB). A capacity-building and research work is ongoing in Cox's Bazar under this funding [26].

Phases 3 to 5: July 2025 to June 2030

Actively seeking funding from UN Bodies, INGOs, NGOs, and governments to continue and scale the program's impact across the next three phases [25, 26].
