Editorial Policies, Roles & Workflow

๐ Editorial Handling Workflow & Decision Matrix
The Managing Editor reviews submission completeness, checks blinding compliance, and runs automated similarity analysis (<15% threshold). Submissions not meeting formal criteria are returned for technical correction or rejected at desk.
The relevant Discipline Associate Editor invites minimum two independent domain experts. Reviewers are screened for potential institutional, personal, or collaborative conflicts of interest.
Reviewers evaluate the blinded manuscript within 21 days against IJCE’s standardized rubric (originality, methodology, data validity, clarity, and ethics). Associate Editor synthesizes reports into a formal recommendation.
Decision options: Accept As Is, Minor Revisions, Major Revisions, Reject & Resubmit, Reject. Authors receive anonymous constructive feedback and structured point-by-point response templates.
Accepted papers undergo copyediting and language polishing. Authors review camera-ready proofs and submit digital sign-off. The production team assigns a Crossref DOI and publishes the paper Online-First.
๐ก๏ธ COPE Ethical Standards & Recusal Policy
Editors must immediately declare conflicts and recuse themselves from handling any manuscript where they are an author/co-author, where authors belong to their current academic department, or where financial or personal relationships exist. A non-conflicted Associate Editor or Guest Editor handles the manuscript entirely independently.
Unpublished manuscripts, reviewer identities, and editorial deliberations are strictly confidential. Editors may not share unpublished data, concepts, or reviewer evaluations with third parties.
Suspected plagiarism, fabricated data, authorship disputes, or undeclared conflicts are investigated in accordance with COPE flowcharts. When evidence of severe misconduct is verified, manuscripts are rejected, and institutional notifications may be issued.
